The "tests" (read: calculations) were done after the design was completed, the building itself wasn't designed the large impacts in mind -- you can see that in the quote you pasted, which is detailing a calculations after the fact, but conspiracy theorists claim the building was designed from step 1 assuming it would take an impact from a jet airliner, which it wasn't -- smaller planes, yes.

So, it's possible their calculations were simply wrong, that they didn't expect fire protection to be blown off by the impact, or for the plane to sever almost all inner columns.

But oh no, it's impossible for post-design calculations to be wrong about the untested large aircraft smashing into the building. I'm glad you think the engineers were as infallible as your conspiracy theorist leaders.

Reporters and candidates get tired of CT'ers too, they take up valuable time that can be used to ask questions that actually matter. If everyone who asked a legitimate (but difficult) question was handcuffed and taken out of a press conference, you would definitely hear a lot about it.
