Only candidates who have received an average of at least 2 percent in national or New Hampshire polls were invited to the June 13 debate hosted by WMUR-TV, CNN and the New Hampshire Union Leader.

Seems reasonable to have a criteria for who can debate and who can't. Otherwise you'd have every nutbar wanting to debate as well.
