I think most people in any day-to-day colloquial definition equate terrorism with either killing people or blowing stuff up.

In today's world, you aren't much of a terrorist if you aren't killing or exploding people. I think what you're describing is just plain old run of the mill fearmongering.

Terrorism includes the threat of violence, even if violence isn't used in the end. The US Army (originally) defined terrorism as "The use of violence or the threat of use of violence to obtain a political, social, or religious goal." It's too broad though, Edward's definition (mentioned tons of times on this site) is a better one, but I think people throw the word terrorism around too much, but that's true of all -isms.
